BARC is committed to supporting all Bay Area jurisdictions in meeting California’s bold greenhouse gas reduction targets and moving us towards a carbon-free future. 

The BARC Plan

We partner with the Bay Area Air Quality Management District (BAAQMD) and the Bay Area Regional Energy Network (BayREN) to provide technical assistance, coordination, and information-sharing opportunities.

Meeting Local Jurisdictions Where They Are

The Bay Area is comprised of diverse cities and towns of varying sizes, financial resources, staffing capacity and priorities. Many Bay Area jurisdictions lead the country in advancing cutting edge policies and programs that address climate change and others have limited capacity and look for support in taking on new policy and program implementation. 

BARC and its member agencies elevate best practices adopted by jurisdictions and bring them to scale across the Bay Area. We provide support and added capacity to jurisdictions interested in partnering to implement climate goals. This work is essential to positioning the Bay Area as an international leader in moving away from fossil fuels and towards a carbon-free future. 


BAAQMD, a BARC member, is supporting the incubation of innovative ideas in local communities through its Climate Protection Grant Program.
